WWE probably won't though and instead, Ziggler will have some major role to play even though he shouldn't be in the match at all. The two main events of the show feature Jinder Mahal and two (yes, two) special guest referees.

If Owens and Zayn lose they will be FIRED from the WWE. Ziggler hadn't been on WWE television since losing his series to Roode and his random resurgence was never explained. Daniel Bryan won't be turning heel either. The WWE Universe simply won't allow for it.

There is no way WWE would actually fire Kevin Owens and Sami Zayn, so there is guaranteed to be a way that Daniel Bryan gets involved and prevents that from happening. It would never happen as every one of them has a huge underground and independent following that makes them too likeable.
