In addition to the country director, six other workers left the charity after its investigation: two resigned during an investigation into whether they had used prostitutes, and four others were for fired for offenses such as "use of prostitutes on Oxfam property" or having "pornographic and illegal material" on their official computers, the Times reported.

The publication quotes a source that claimed to have seen images of an event in which sex workers had Oxfam t-shirts.

But according to the leaked report, Mr van Hauwermeiren admitted using prostitutes at the villa Oxfam rented for him in Haiti.

"Taking advantage of potentially under-age girls during a natural disaster such as the 2010 quake is a crime".

Oxfam said that it launched an investigation as soon as it learned of the claims, that allegations that some prostitutes were underaged were not substantiated and that it did not tell Haitian authorities because "it was extremely unlikely that any action would be taken". However, the charity's internal investigation was still ongoing.

"We will expect the charity to provide us with assurance that it has learnt lessons from past incidents and is taking all necessary steps to safeguard all who come into contact with it", the Charity Commission spokeswoman said. The culture secretary, Matt Hancock, told The Times: "Charities must ensure that they have the highest standards of transparency and safeguarding procedures in place to protect vulnerable people and maintain the trust of the public".

We expect the charity to include in their review incidents that occurred in 2011.

In October a year ago, the Times also reported seven senior officials at the charity have been investigated for misconduct including sexual harassment.

The charity said its trustees, the Charity Commission and DFID, as well as other major donors including the EU, WHO and United Nations agencies, were kept informed of the investigation and its outcome.

She said Oxfam often worked in very hard locations "where the rule of law isn't going on". The organization has admitted that re were allegations that minor girls had been involved, but maintained that y were "unproven".

"Oxfam GB, of which Barbara Stocking was CEO at the time, issued a press release to announce the beginning of the investigation and, subsequently, the outcome of the investigation, both locally in Haiti and internationally".

The charity said it had allowed Van Hauwermeiren to resign on the basis that he fully cooperated with and supported the investigation.
