California via Governor Brown Responds to Federal Request for National Guard Personnel

The Mexican bishops' conference criticized U.S. President Donald Trump's plan to deploy National Guard troops to the U.S. -Mexico border and issued a strong defense of migrants, saying the Catholic Church could not stand by "in the face of suffering by our brother migrants as they seek better conditions by crossing the border to work and contribute to the common good".

"Let's be crystal clear on the scope of this mission", Brown wrote in a letter that accompanied the Memorandum of Agreement he submitted Wednesday to Defense Secretary James Mattis and Homeland Security Secretary Kirstjen Nielsen.

A few troops were spotted on Monday along the Mexico-United States border in Roma.

Some National Guard members have started arriving at the U.S. -Mexico border with more expected as federal government officials seek ways to curtail illegal immigration.

Until Wednesday, California was the only border state that hadn't responded to Trump's request.

California Democratic Governor Jerry Brown, is not in support of sending troops to the border, but he reluctantly agreed to except federal funding to add roughly 400 National Guard members.

The decision comes one week after the Trump administration asked governors in border states to provide Guard troops for assistance with the duties of Border Patrol agents.

Seeking refuge from persecution and violence in search of a peaceful life "is not a crime", the bishops added. He did not define how many additional guard members would be deployed. President George W. Bush sent 6,400 troops starting in 2006 and President Obama sent 1,200 in 2010.

The federal government must agree to the terms before the troops would be deployed. Texas Governor Greg Abbott has said that some of the troops going to the Texas border will be armed.

"The National Guard's efforts will include aviation, engineer, surveillance, communications, vehicle maintenance and logistics support", Chief Pentagon spokesperson Dana White said in a statement last week, according to ABC News.

It's unclear what operations or missions troops will perform along the border that might require them to carry weapons. U.S. Customs and Border Protection however says apprehensions in the last six months fell by about 34,000 from the same period last fiscal year.
